Well THAT is the million dollar question. Web Presentation software ?? Design Software, Programming Language ?? Yes, all of the above, and more.
If you are coding for the web, you can use alot of formats. HTML, DHTML, XML, CSS, JAVA, and Flash. It's a VERY efficient way of using and displaying images, that can have interactivity with users. If you are smart, and keep your images, gifs, backgrounds small, and NON photographic, you can squeeze incredible amounts of stuff, in a small package. That's where it excels, imo. You can turn basically everything into a movie.
The design can be non user friendly is you're not VERY good with it. Things are built on a timeline, and you can have layers, similar to Photoshop. You can place actors on the stage, at certain points in the timeline. Define movements, transitions, effects, etc, that will move you ahead, or back in the timeline. It can be VERY flashy, hehe, but there are limitations as well.
One of the NEAT things about it is that you can define certain things, and/or text areas with a name, and have that name be a SEPERATE text file. This is called using Dynamic Content, or Text. This can be a huge time saver, once you've built the site, have it send out calls to a text file, then use THAT information, used in the site.
Flash is great, but it's hard. You are also VERY limited as to what html is suported inside a dynamic text file.
